Paul Kouroupas is Vice President, Regulatory Affairs for Global Crossing Limited. Global Crossing provides telecommunications solutions over the world’s first integrated global IP-based network. Its core network connects more than 200 cities and 27 countries worldwide, and delivers services to more than 500 major cities, 50 countries and 5 continents around the globe. Mr. Kouroupas is responsible for obtaining and maintaining telecommunications operating licenses around the world and representing Global Crossing before National Regulatory Authorities. Mr. Kouroupas also serves as Security Officer for Global Crossing under the Network Security Agreement (“NSA”) entered with the U. S. Department of Justice, the Federal Bureau of Investigation, the U.S. Department of Homeland Security, and the U.S. Department of Defense. The NSA establishes processes, procedures and additional measures to ensure that foreign investment in Global Crossing is consistent with the law enforcement and national security goals of the United States government. As Security Officer, Mr. Kouroupas is responsible for overseeing the implementation of the NSA and administering various provisions related to security.

Prior to joining Global Crossing, Mr. Kouroupas served as Vice President, Regulatory and External Affairs at Teleport Communications Group Inc. (“TCG”) where he represented TCG before State regulatory and legislative authorities in 16 Eastern Region states. Mr. Kouroupas was also responsible for negotiating and managing the implementation of interconnection agreements with incumbent local exchange carriers. He negotiated the first modern interconnection agreement between an incumbent carrier and a competitive carrier in 1994, a full two years before the passage of the Telecommunications Act of 1996. Mr. Kouroupas also represented TCG on numerous industry forum and co-chaired the Central Office Code Guideline forum which established for the first time national standards for the assignment of central office codes to competitive carriers.

Mr. Kouroupas graduated from Catholic University’s Columbus School of Law and its Communications Law Institute in 1992. He is a member of the American Bar Association and the Pennsylvania Bar.
